I'm not exactly sure if this is a question about crime or religion, but I'll give it a try. Manson wasn't demonised nor was he a demon. He was an abused and neglected child that made him an angry and dangerous adult.
But we can't blame God for what Manson did. God gave us free will, and then he instructed us on how to use that free will. He wrote it all down in a book we know as The Bible. It was not God's job to intervene, it was ours, mankind's. We really are our brother's keeper.
