A double solid white line on the road means that it is not allowed to cross or change lanes.

When there are broken double white lines in the road, it means you can cross the lines to pass as long as it is safe. You must be able to safely be back in your lane before you reach a solid white line.

Double solid white lines are there so drivers on each lane do not cross the white lines. There are roads where 1 side will have a solid white line and the other is dashed, again that means the side with the solid white line can not overtake where as the other side can.

This really isn't a question. If you are referring to fog lines on the road they are broken for roads and driveways only. White lines are between lanes that are traveling in the same direction. The broken white lines indicate whether it is alright for someone to pass another car.
