It has nothing to do with the constitution other than expressing the ideas that will be used in the constitution.
There are no disadvantages of HTML compared to other languages, simply because HTML is the only language that is used to display web pages. No other language does that, so therefore there is no way to compare it to another language.
It isn't. Are spoken languages only used with words? Hardly, both sign and spoken languages are augmented with other "modes" of messagetransition. Sign language is amplified and nuanced by tone, speed, body position, facial expression, direction, repetition, etc., etc.
The term national language is used differently in different countries. It's usually the main language, the language used in legislation and in political discourse at the national level. Other languages are often used, though in other situations. In the United Kingdom, English is the main language, but Welsh has a special status - though only in Wales.
