The driver's handbook, you can get for free from the DMV (or equivalent) office at any age. If you're unable to make the trip to physically get it from your state's DMV, you can probably download it in .pdf form from the agency's website. Any independently written materials (such as what you'd buy from a bookstore) can be purchased, as well. You can do both at any age - the material isn't age restricted in any way. For any textbooks which are disseminated in a driver's ed class, you'll have to actually be in that class. It may be possible to obtain printouts, leaflets, and other non-textbook materials prior to enrollment in the driver's ed course - you'll have to ask the driver's ed instructor(s) if they're willing to do that.
