It depends on what jurisdiction you are in and where, exactly, the truck will be driven. In most North American jurisdictions you must be at least 18 years old to hold a Commercial Driver's License (which is what you will need to drive a dump truck on public roads), but you must be at least 21 years old to drive a commercial vehicle across state, provincial, or national borders.

You can get an intrastate-only CDL in ALL states and territories of the United States. However, actually finding employment as a CDL driver at 18 is a bit unlikely, primarily due to insurance company policies.
One additional note to the above, it also depends on what class of vehicle it is. In the United States, a CDL is only required for a vehicle with a Gross Vehicle Weight Rating or Gross Combination Weight Rating of more than 26,000 lbs. in instances of vehicles which are operated on a for-hire basis. In most states which I'm aware of, a driver with a learner's permit is not restricted to certain weight classes, meaning they could (at least theoretically) operate a vehicle rated at up to 26,000 lbs., so long as they were supervised by a fully licenced driver meeting whatever the age requirement of that particular state was.
To drive a road legal quad in the UK you need to be the same age as you would be to drive a car or ride a motorcycle, a minimum of 17 years of age.

In most US states, you can drive on private property (with permission of course) without a license at any age. In many states, they have a "farm license" that will allow someone as young as 14 to drive a farm vehicle (can include a pickup truck) on the road legally, but with restrictions.

Unfortunately, not unless it is a private road and is located on private property. For instance, if you live on a farm, you can drive a truck on your property at any age without a liscence, but not on public roads. Public roads, even if they are back roads are governed by the state and subject to all of the laws that apply to any other state road.
