There is the Executive branch which signes the bill into law. There is the Judicial branch which makes sure before a bill is signed into law that it is constitutional . There is also the Legislative branch which makes the laws. That is it.
It depends on the law in your state or province. In some places, 15 is at or above the legal age of consent. In other places, the age of consent law makes allowances for someone who is just above the age to be with someone who is just below; it may even depend on whether the difference is more or less than exactly 3 years. However, there are also places where a sexual relationship between an 18-year-old and a 15-year-old is just plain illegal.
