Are you referring to ADMINISTRATIVE HEARINGS held by regulatory agencies dealing with alleged violations of that agency's regulatory powers?

There is no "court" set aside exclusively to hear cases dealing with conservation matters. Within the state and federal court systems there are only courts which hear violations of the Criminal and Civil law.
