Intent and Capability
OPSEC stands for Operations Security. The elements of a threat are analyzed by OPSEC and are used to determine if the adversary is capable both operationally and technically to carry out the threat. Other elements analyzed include the motivation and intentions of the adversary.
The elements of a threat typically include intent, capability, and communication of harm or adverse action. Intent refers to the state of mind where a person aims to cause harm or create fear, while capability refers to the ability to carry out the threat. Communication of the threat can be verbal, written, or nonverbal, and must convey a sense of imminent danger or harm to be considered a threat.

"Threats to do Bodily Harm" can be an offense in FL, it depends on the elements of the offense and the circumstances.
When determining the severity of a threat, factors considered include the likelihood of occurrence, the potential impact on people, property, or the environment, and the vulnerability of the targets involved. Additionally, the threat's historical context, the capability and intent of the threat actor, and the effectiveness of existing mitigation measures are evaluated. These elements help prioritize responses and allocate resources effectively to manage the threat.
