TANF, SNAP, SSI and Medicaid are "entitlement programs," i.e., the Federal and/or State government must ensure that every eligible applicant receives the benefits to which they are entitled. Please note: "regular" Social Security, Medicare, workers compensation and unemployment compensation are not welfare programs.
