In court cases, earlier cases can set what is called a precedent. If the court has delivered a verdict on a particular circumstance, it becomes the rule for future cases.
The doctrine that previous court decisions should apply as precedents in similar cases is known as stare decisis.
this means when referencing one case of today with another case that was on file in the archives from previous cases,which is I believe is the case here
Either the previous bishop of that area, or the Vatican, in special cases.
