Either because the driver is in a hurry and thinks he can get away with it, or the driver enjoys going faster than the speed limit and doesn't think he'll get caught and/or doesnt care if he does, or the driver isn't paying attention to the posted limit or was unable to see it due to weather or circumstances. It could also be that the motorist might be in a rush or they are just trying to be all cool and gangster and they think its all right to speed just to be like a show off.
It also may be because a government agencys makes the speed limit too low and drivers are forced to spend long hours driving.
