Many rightsholders have joined together to reduce their administrative costs, so usually it's a matter of finding the group that suits your needs. For example, many photographs can easily be licensed through Corbis or Getty, and at least half of protected music is handled by a half-dozen or so large companies, all with simple online forms.

Some strictly educational uses may also be possible without licensing; it may be worth your while to research fair use.

It depends on the type of usage. Many specifically educational uses are exempt.

For example, reading a book, quoting a book (with citations) in a paper, or reading a portion aloud in class would be allowed. But making a dramatization for performance, translating for publish, or copying and distributing the book would require permission from the copyright holder.

An instructor can photocopy a brief excerpt from a piece of music for students to follow along in class, but the excerpt can't be a performable unit (a complete movement or song).
