Genocide is defined as the systematic destruction of a certain group of people. What happened in Tibet was a genocide. In order for it to be labled as a genocide it has to reach all eight stages of a genocide. Otherwise it can be labled as ethnic cleansing or a war crime. The eighth stage of a genocide is extermination, or killing.
