All local law enforcement S.W.A.T. officers are police officers or deputies first and then get transfered into S.W.A.T. This means requirements to be in S.W.A.T. vary from department to department as each agencies police employment requirements vary. I dont know any FBI or other federal S.W.A.T. members but I assume they are also agents first and are then transfered into S.W.A.T.
Some very common requirements for police, and then S.W.A.T., work are: be 21 years old, have a drivers license, High school diploma (some are 2yr or 4 yr degree), and clean criminal record. Those are minumum standards. Any police or military experience, second languages, computer skills, or other expertise will help a candidate stand out and actually get hired.
Usually after an officer has succefully passed their police academy, and completed probation they are able to apply for S.W.A.T. Some departments also have a minimum number of years as a full time officer before somone can apply for S.W.A.T. The testing for getting onto the S.W.A.T. team also varies with each department but usually consists of physical agility tests, Firearms tests, tactical scenarios, and an oral interview.
Physical tests are often push ups, sit ups, pull ups, and a run or obstacle course. They are usually timed and vary in time constraints and number of repititions. Firearm tests are usually similar to normal police standards but are more difficult. There is also a practice scenario where applicants describe the tactics they would use in a given situation. There is also an oral interview with a variety of questions asked by current S.W.A.T. members.
Many smaller agencies will combine their resources to make a regional response team, and i is very common for S.W.A.T. officers to work regular patrol and then get called out to respond if needed. The cot of maintaining thee special teams can range up into the millions, which is the reasons that many agencies will opt to not have a officer just dedicated to S.W.A.T.
