the constitution is never to be made to be ratified by states . in short terms if the states fail it is up to citizens to ratify the constitution. the government is there just to help make sure that the citizens do right by the constitution they solemnly swore to. is the government does not do your part that is when we stand then an act as the constitution and over throw now acting up on the Bill of Rights.
