You can't possess tobacco products until you're 18. If your parents knowingly allow you to smoke, then they are contributing to the delinquency of a minor in the eyes of the law. They could be criminally charged.
Additionally, a parent who allows or encourages a teen to smoke could easily be found to be an unfit parent, and the child could be removed from their custody.

I believe they make the child have parent permission till 18 for a reason. I am 17 years old and have both sides done, if you don't accept it with your 14 year old then don't let him get it done. If you do accept it, then go for it. But if I was a mother, I wouldn't want him to get it done till at least 16.
