As "terrorism" is conducted for a wide variety of motives, it's pretty hard to discuss the nomenclautre and heraldry of flags. Some have no flag (and this is pretty common). Others use their country's flag, or the colors that represent their religion.

There's really no good answer to this question. No color or colors really represent terrorism.
