If you fell as if someone is violating your personal space, or following you than call or visit the police!!! I feel that if you are uncomfortable than who cares what can be done legally. You can get a restraining order against anyone you want, so who cares if it is legal? I know i don't! Hopefully if you are a person who wants to stalk you can come to the realization that it is not a good thing to do.

State legislature have passed laws against it.

Living together as a married couple but not being legally married. Spending the night at each others place is not the same thing.
Only if they refuse to go away when you ask them to, and it bothers you, although it's generally not considered stalking unless it's done repeatedly. You could still report them for harrassment, though.

Stalking is a verb in the sentence.
When something is non adjudicated it means it has not been legally decided. It is not binding, because it is not legally done.
It can all hinge on what the contents of the letters are. If they amount to 'stalking' you could report it to your local law enforcement agency and/or the US Postal Inspection Service. If they do not cross the line into 'stalking' or some other offense, there is not much that can be done, except to throw them away unread when you receive them (sort of like junk mail).
as long as it was done legally if not then No
