Yield right of way means to allow one who has preference to proceed before you. In most states it is the law that when two cars arrive at a 4 way stop at the same time the one to the left permits the one to the right to proceed first.

It also means to permit traffic on a thoroughfare to pass before entering. Most law enforcement agents will state that if the traffic on the thoroughfare had to hit their brakes because you entered, you failed to yield the right of way.

Right of way is usually based on common sense rules but when right of way is in question, yield to the right and favor primary roads over a secondaries. How do you determine primary versus secondary? Primary usually has the higher speed limit, more lanes, medians or other apparent clues.

When in doubt, yield! The life you (might) save could be your own.
