This means that you were officially charged with a crime and later down the line the District Attorney has dropped the case due to lack of evidence (example). This charge may still remain on your criminal history (rap sheet) without being removed. I am not clear how long it remains on the criminal history report but I have seen it on there for one person for at least 9 years. There is also a way to get that removed from the criminal history report but I am unclear of the process. Hope this helps.
