That being said - in my experience I have used the abbreviation "TOP" to mean "Turned Over Prisoner" - meaning relinquished the custody of the prisoner to another party. If this was the meaning of the above, then it is anyone's guess as to what the "BC" stands for. . . possibly it signifies the initials of another agency, a jail, or even another officer.
