I write a column for the a town newspaper in Marin County, California (The Mill Valley Herald) called "Civics Lessons" and was researching a column on what city appointed commissioners and board members do. After a good deal of research I came up with this definition: In Council-Manager forms of city government the City appointed commissioners and board members: 1) Implement the policies of the city, 2) Recommend policy changes and action to the City Council as appropriate, and 3) Act as liaisons between the City and the community.
