Not really enough info to answer -BUT- it sounds like it means that a FINAL DISPOSTION has not yet been entered in the case.
Just because they have a criminal record does not mean that their current address or residence is known to authorities - unless - they are currently in jail or prison.
It means the criminal case has been dealt with, after one has pleaded guilty, and that appropriate measures have been taken to resolve the issue. This doesn't necessarily mean the charges were ever dropped, though.
it means there is a bench warrant out for their arrest and have constables and police looking for them.
We've certainly heard of a criminal record check, but never of a "reverse" record check. Don't even know what it might mean.
