"Lockdown" is a prison term generally meaning confinement for the entire facility for all inmates in their cell, room, cubicle,or bunk. It is a means of control used by prison officials to maintain order when there are heightened security concerns.

Lockdown to a parolee could mean essentially the same, only with the obvious difference being a parolee is not in the prison environment so would be required to stay within the confines of his residence, room, or perhaps a temporary stay at a local jail or other corrections facility.
