It means that in SOME judicial systems, drug court is run as a social experiment where drug use and drug abuse (especially for first-=time offenders) is viewed not as a criminal matter but as a social problem. People who would be found "guilty" in a normal court are only found to be "Involved" in drug court.

Modifications must be filed in the court where the case was adjudicated. The other state would have no docket or case file under which to file the modification. It would not have the jurisdiction to modify the order of another court.Modifications must be filed in the court where the case was adjudicated. When a court follows a 'prededent' it means that the same matter (or one very similar to it) has been adjudicated in the past. Altho judges are not REQUIRED to follow precedent, many do.
No one can know the exact answer to that question. You may, or you may not.
The court can drug test you without warning once you're in "the system" regardless of the reason you're in it. One of the biggest reasons has nothing to do with what you did: they're trying to put you in prison on a probation violation, and drug use is an easy one to prove.
The correct term is appellate court. It is a court of appeals, where one goes when you believe a lower court has made an error of law.

You. as an individual, do not "plea" a youthful offender status. That classification is given by the court after reviewing your case(s) and determining if your case(s) qualify to be adjudicated under that particular statute.
Abbreviations, initials and other court/prosecutor/clerical shorthand and 'lingo' contained on court records is NEVER uniform, nor does it mean the same from one court to another much less one state to another. Best idea: Call the Clerk of Court office and ask.
No , unless your state has a drug court and your charge is a drug charge .
From what i know drug court is a intense probation it is a 16 month program for misdemeanors and 18 month program for felony. I haven't ever heard of any one graduating early. they can set you back months for all kinds of things such as failing drug test missed drug test is the same as failing one, being around people with felonies, going to a beer store or hanging with known drug users and drug dealers, you cant be around a jail and you have to go to substance abuse classes and NA/AA meetings and court every week. it's a good program if you really want to straighten up and stay off drugs they teach you how to know your triggers and how to live with out drugs..
