It means "me too" and at least one of "I think I'm funny" and/or "I'm an idiot." Normally in parliamentary procedure, for something to be put to a vote one person will put it into the form of a motion ("I move ...") and another person will agree that it should be voted on ("I second the motion"). Typically some smart-alec will then say "I third it!" at which point he should have things thrown at him until he stops doing that.
