Conservation Commissions of cities and towns have the authority to enforce wetlands protection laws.
Executive
The executive branch(i.e. president) enforces laws.
Legislative branch writes laws and executive branch enforces laws. Legislative branch appropriates money and executive branch actually spends it. Legislative branch must approve all federal judges.
The executive branch is responsible for putting laws into force. The legislature enacts the laws for the executive. The executive also enforces the will and judgments of the courts. In federal government cabinet agencies under the president enforce laws and regulations.

Judicial- The judicial branch of government approves laws. It determines whether it is constitutional to have such a law. Supreme Court. Legislative- Writes the laws. Has the power to declare war. Congress Executive- Enforces the law. President and his Cabinet.
