Taxes are levied by all Governments of all levels (or the public entities empowered to do so within them, like school districts or fire departments). Taxes are how government/society pays for what it does for it's citizens - like military, medical, science, arts, welfare/support, education, environment, etc., etc. (Where else did you think these came from, or the money to pay the salaries of the people involved, or buy the materials needed, etc)?
The one main exception would be totally communist countries, where taxes aren't paid exactly, as much as taken before you even get paid. Of course your job, housing and such is determined for you too, by the government deciding how much of what you should get, after it keeps what it feels it needs.
