It is often described that way but the two violations have NOTHING in common. The "ticket" that you get for a paraphernalia possession is actually a "citation to appear" and has nothing to do with the DMV or traffic offenses.
A technicality in the ticket is not going to be a reason for the person to claim that the ticket is invalid and disregard it. You still have to follow up.

Well, technically, whoever was in actual physical possession of the vehicle at the time the ticket was issued. However, as the registrant of the vehicle, it's going to be assumed to be on you, and you'll have the burden of proof to show that you weren't in possession of the vehicle at the time the ticket was issued.
