if the second house make changes to the bill, the bill goes to a conference committee where a small number of House and Senate members hash out the differences between the two houses. Often the conference committee meetings are not public as they should be. The conference committee is allowed to virtually rewrite the bill if that is what it takes to get a compromise. The agreement between the two houses in conference is then voted on by both Houses, if they both agree the bill goes to the President for his signature.
