You need to pay off this debt, the fact that your child is now dead is very sad but this does not detract from the fact that you did not meet your responsibilities as a parent and you pushed this onto society (the tax payers). Other people need their money to bring up their children without having to pay for yours.
You as an individual chose to become a parent and with freedom to choose comes responsibilities, now live up to them.
