Police should file a report on request. It is not their decision whether to prosecute or not - that decision rests with a prosecuting authority - attorney general or equivalent.

Take the names of the police staff who refuse.

Ask for their police ID and copy the details on it.

Try to take pictures of them - use your cellphone.

Get witnesses to the refusal.

If you can record the refusal on your phone, do so secretly. Set your phone to do a voice recording and put it in a top pocket or in a bag you place on the desk.

Ask to see their superior officer.

It helps a lot later when the refusl is investigated if you are at all time clearly polite, even in the face of refusal, and it helps even more if you are not drunk.
