Another View: To paraphrase: You can onl;y apply for a learners permit in the state in which you legally RESIDE.

The second sentence is incorrect. SOME states restrict learner operators from driving intheir states but many DO allow it as long as you are operating in compliance with the permits restrictions. YOU must determine which states these may be.
