A Government that is formed when no single party has won a majority of seats.
Generally 'minority government' refers to an executive branch that does not wield majority power in the legislative branch.

This is seen in three-party countries with parliamentary democracy form of government, where the executive branch is chosen by the party winning the most seats in Parliament. If no party wins a majority, often two parties that are somewhat similar in their goals will unite to pick a government (executive branch) acceptable to both. If there are many parties it may occur that no party or coalition group gains a majority.

It could also refer to the fairly common situation in the US where the president is elected by the voters directly, not selected by the winning legislative party; the president and the congress may be different parties, making it much harder for the president to govern according to his (or his party's) priorities.
