Answer 1: A "sexual predator" is a person who follows, or chases, or by any other means pursues (or lies in wait for) another person or persons for the purpose of committing a sexual crime against or on them.

Example: A person, intent on rape, who follows women around, or hides in the bushes or shadows waiting for them, and then rapes them, is a sexual predator.

The predator doing it more than once, though, as the use of the word "women" (plural) in the immediately-above example suggests, isn't necessary. All that's necessary is that the predator acts in a predatory manner of some kind, and that he then, having done that with intent to commit the sexual crime, actually does so... even if only once.

And rape isn't the only crime. Any crime of sex, not just rape, counts. And what constitutes a "sexual" crime will tend to vary, by state. In other words, what may be considered a "sexual" crime in one state, may only be a crime of battery or assault in another state. It all just depends on the state, and its laws.
