it isn't a specific line, it is the road. it doesn't do anything except to provide space in between the two solid yellow lines.

Added: In some cases there IS an identifiable black line between the two solid lines - what that is, is where the highway department has painted out the old previous line markings and replaced/repainted the road with the new visible ones (e.g.: perhaps changed the markings from a 'passing' zone to a 'no-passing' zone).
