The term that is used when federal funds are allocated to certain states or districts in forms of projects, grants, or contracts is a reward of Federal Funds. Over the years there has been misusage when it came to Federal Funds in different states.

"Pork Barrel" is the general term for getting such projects in specific districts. "Earmarking" is the means used to accomplish this. The term derives from cutting marks on pigs' ears to identify their owners. Earmarked spending is a budget item with detailed specifics as to where the funds must be spent.
