This person has gone through an electoral college. when you vote you do not actually vote . your vote goes to the section called the popular vote. The electoral votes are what decide the election. however you do elect your state's electors. However, most of the time the electoral vote goes with the popular vote. In some cases it may not (check Abraham Linclon's election).
