Legislative intent is a statement of justification (by legislators) for passing a bill. If the bill relates to a wide-spread public policy, the legislative intent may be written into the statute the bill is amending.
For example, if there is a serious drug problem among teenagers in a particular state, the legislature might write something like: The Legislature finds that there is wide-spread drug abuse among teenagers in this state. In fact, there has been a 40% increase in juvenile drug cases in the past three years. To address this problem, X statute is being amended to provide special procedures in juvenile drug cases.

Congress ensures federal agencies follow legislative intent through allocating and withdrawing funds which the agencies need to operate. The also have Congressional oversight committees which have investigative authority over the agencies.
In order for Congress to make sure agencies are following legislative intent, there are a variety of methods that can be employed. They include oversight committees, hearings, and investigations. They can either take away funding, or allocate additional funding if needed.
Implied Intent is a term used in law to define actions of a defendant. Implied intent can be termed as those actions which describe actions of defendant with an intention to commit a crime

A deeming provision is like a legal "fiction'. These are inserted in a statute to make interpretation of the statute easier. But a deeming provision or legal fiction can not be construed if it defeats the legislative intent of the statute.
