In real estate, "right-of-way" (ROW) denotes a portion of land that, although you may own it, it must be kept open for free passage or access to others. The fact that it is "perpetual" means that this ROW 'runs with the land,' whoever may own it, and means that it can never be rescinded (i.e.: a power line ROW running over (or under) your property - or a buried utitility pipe - another owners access to their property which has no road frontage - etc).
