Citizens voting directly on a proposed law
referendum
Referendum
A "referendum" is a direct popular vote on a proposed public measure or actual statute. In a Democracy, normally elected representatives form a legislature/government which then passes laws for the country. In a referendum it is all the citizens of the country which vote on a law rather than the legislature.
A special election in which voters approve or reject a law is known as a referendum. It allows the citizens to directly participate in the decision-making process on a specific policy or law proposed by the government. The outcome of the referendum is determined by a majority vote, either approving or rejecting the proposed law.
Initiative

I think you are referring to a "referendum," which is the act of putting a proposed law to public vote.
In an initiative, citizens or non-government groups gather petition signatures for a proposed new law to be placed on the ballot. The citizens vote on the initiative, and if it passes, it becomes a law even without the legislature or the governor voting on it. A referendum is a citizen action to repeal a law passed by the legislature. Not all states allow initiative and referendum. California, for example, does.
