It also attempts to stop a decision maker from making a decision 'Ultra Vires' ( latin - "beyong their powers").
NOW; The Rule Of Law is vastly different from the concept of natural justice (although they may be linked). The Rule of Law is used in 'western democratic' societies and legal systems. It is a principle that the law be known and applicable to all citizens - including Government.
