The prior answer is correct with respect to initially going to the police, who will investigate the threat. If the threat did occur, a crime has theoretically been comitted. Thereafter, the police will take the matter to the appropriate prosecutorial authoritories. Depending upon where the threat occurred (for example, on private premises, state grounds, or at a Federal facility), the prosectorial authority will differ.
The charge is Terroristic Threats (which has been on the books longer than the "terror threats" from terrorist groups). You'd also have a charge for use of the phone to make the threat. And probably Inducing Public Panic. Any of those could result in jail time.
