A federation is the coming together of either various nations, states, provinces, societies, etc, while each still maintains individual control of its own affairs; whereas, a foundation is an institution that is funded by money received via donation or legacy that is put towards aiding programs or research as a form of charity. Ergo, a federation may have a foundation in which they accept donations which are then dolled out (after expenses) to causes they support (ie. research, education, etc.). Basically a foundation may be seen as a fancy word for charity (at least that is how I think of it, though on a larger scale).
