A puppet government is a government that does not have the independence to rule by itself, but is controlled by a foreign power. Vichy France in World War II is a good example.

Collective farms were large, government controlled farms formed from small farms that were surrendered by force. These were common in socialist regimes.

A joint task force is usually a large group of government officials from different jurisdictions. They usually form to solve a mutual situation.
Usually the responsibility falls to any available public safety group. The better question is what constitutional power does the government possess to force a person to evacuate?
Usually a police force set up in a temporary government. For example; If a government was recently overthrown, and a new provisional government is set up, they might also set up a temporary police force. At least until a permanent force can be established.
Regulated markets are controlled by a regulatory force, such as a government, or crime organization through taxes, tariffs, laws, and rackets. Unregulated markets are not controlled or governed.
