• It means poorer countries borrowing money from richer country organisations such as the EU and the UN for hospitals and care, all the things of which the government are in charge.

• The problem is many countries give them the money but also ask for profit, normally between 5-15% making lots of money.

• That is the reason on big charity events, like Comic Relief and Red Nose Day, they buy the necessities because if they gave the country the money they would simply pay off the debt making no overall positives except less debt.
