since the motorcycle has to performe at least 70 mph highway speed

a 350 cc still is to weak because it will be running just at it's peak the whole time so a 400 cc or higher will do the trick. I myself have yamaha scooter 400 cc it it peak perfomance is around 85 mph so i can drive on a hihway without problems and on most highways i would probably drive 60-65 mph .
