Unsure what the questioner means by "physical" harassment. In my experience anything that involves a "physical" action is known as an "Assault." Assault is punishable as either a misdemeanor or felony depending upon the method used and/or the severity of the injurie ssuffered.

If a person is having an extra marital affair with a married female member of staff in the office and they love each other can this be treated as sexual harassment?

Sexual harassment is prolonged, unwelcome, physical or non-physical (written or verbal) persistent contact by another person (of either sex). In short, if a person is told to stop their advances, and the person committing these actions does not stop - then they can be charged with sexual harassment. Different countries have various laws relating to the exact definition of sexual harassment. Some countries only consider physical contact as harassment. If the contact is consensual, there is usually no case for a harassment case.

What is physical sex harassment?

I assume you mean sexual harassment when you say "physical sex harassment", if so... It is when someone touches, grabs, pulls, etc. another person in an inappropriate, sexual manner. If a guy grabs a girls butt or breasts (or anything like that) without the girls consent, that's sexual harassment. Women can also sexually harass men, though it's not heard of as much. Any kind of innappropriate touching, rubbing or fondling. Staring or looking at a girls body could also be construed as harassment
