Fillabuster. Or Fillabustering is used to prevent a bill from being voted on in the sneate. However, Anyone can invoke the rule of Colture. This puts an end to all speakers and automatically makes every senator vote...im pretty sure the vote only passes with rule of colture if its a 2/3 vote.
