As per Federal Law under CFR49, any vehicle designed to transport more than 15 persons (including the driver) on a for-hire basis requires a CDL and passenger endorsement - Class C for vehicles with a Gross Vehicle Weight Rating of 26,000 lbs. or less; Class B for vehicles with a GVW of 26,001 lbs. or greater.
In most cases, you just need a license from the local government. However, if the limo is big/long enough, it may require a CDL to drive.
